Things that make life easier are appreciated everywhere, office of course being included. The trick is to make sure that the product is constantly used and pass around for maximum exposure.

Folders and binders are the best things for promotion in my opinion,because they make life easier as Carlos said, and are used every day. Therefore, there will be more exposure of the company.

Promotional stationary and items of desk furniture make excellent company giveaways, as they are useful and people appreciate having freebies to help organize their desks - especially if they would normally have to buy their own stationary/pen holders.
Make sure your logo, business name and websites are clearly printed, but keep the overall design clean and subtle, so that it will fit into any office situation.
